FS#593 - Global muting

When trying to mute someone globally (either via the GUI or via the command), it just shows the usage of the /ch gmute (or /gmute) command and doesn't work to mute the person. A while back it wasn't like this.

Global mutes can only be perm mutes, if you have temp mute selected it wont work.

Looked into it again, its a mod+ command only (needs permission herchat.admin)
