FS#439 - Ban people from Shop Chests

I've been having a lot of trouble with people breaking my shop rules (Destocking a big amount of items). I really need a way to block people from using chest shops.

I think this would go against the point of chestshops and would be a vestigial addition that just overcomplicates them.

IMO, if you don't want people buying stuff from your chest, don't put the stuff in the chest.
