FS#1458 - Unbreaking enchantment can't be added to ice blade
What the title says, and it may be the same for other tools/weapons. I haven’t tried other enchantments, but it seems you can also enchant it through an enchantment table. This may not be a bug.

Its not able to be enchanted with
unbreaking on purpose. It also isnt
applied when calculating damage taken
from using chargeable effect.
