FS#1344 - TpBlock

I saw a player "Titus" reported this same  bug 3  years ago, but its still a bug as TPBlock doesn't reset on login.

I've talked with a few players, they like it that it doesn't reset upon login, so if you just change the message it gives you, a lot of players would be happy with the change.
