FS#1314 - Mods chat allowing people without the helper, mod or admin rank in the channel.

Normal players without a staff rank or players that either retired or got demoted stay in the channel

I considered hard coding in a check on login to see if they are a mod/admin. What I think I may add is a new channel type depending on ranks, and another channel type that is whitelist only.
