FS#1289 - Reduced warp pad cooldown flag

It would be good for quizzes and such to have a region flag to reduce the warp pad cooldown to what it currently is for Helpers. (It would be only settable by Helpers+, and would be helpful for creative and things in general.)

You can do this with worldedit by setting the warp pads data value to 1
