FS#1286 - spawn portals
I had today someone who literally fell into my region cause he used a spawn portal (greycliff),
I don't think this should happen to get people teleported to a region if you use a portal.
This usually doesn't happen. The random teleporting checks for the presence of a region and then tries to find a new spot.
It can happen if your region either is near a border. Or if there is terrain on top (outside) of your region.
There is no way to reproduce, it is very unlikely to happen and its not critical, so I will close this as not a bug
