FS#1049 - Change Frozen Quicksoil's Speed

The Frozen Quicksoil's Speed should be changed so its that of the original quicksoil (extremely fast)(frozen implies its more slippery, but its the same exact speed as normal Quicksoil)

The speed was decreased on purpose.
The old speed could have kicked you for "moving too fast".
It also caused issues with collision detection, Letting your clip thru blocks
