FS#437 - It is impossible to get Level 1 enchantments

I understand that the higher a player's MCMMO skill, the higher enchantments you get from the table without any books.

However, this takes away the ability to get Level 1 enchantments, and this is annoying when trying to get small enchantments.

A way to add this without breaking anything would be to make the Level 1 enchantment the top one of the three, while keeping the Level 30 enchantment the bottom one in the enchanting table.

What would be good is to have a feature to disable or enable the MCMMO enchanting levels. That way, everyone can get Level 1 enchantments and be happy.
